Evolution through Impact: Persistence and Transformation in New Era Developmental Education

Central Police University is the highest institution dedicated to cultivating well-rounded law enforcement officers with both academic excellence and moral integrity in our country. The Student Corps held a lecture for personnel on July 3rd, 2023. The first phase involved thematic speeches, while the second phase involved reviewing and discussing duties within the Corps, aiming to enrich core competencies such as leadership, character education, and life guidance.

During the thematic speech segment, the Director of the Law Department, Mr. Wu,Jia-Qing, was invited to present on the topic "Protection and Limits of Freedom of Speech," sharing concepts of the rule of law. Starting from Article 11 of the Constitution, he delved into the interpretation of related Supreme Court judgments, Constitutional Court rulings, regulations, values, limitations, and the cost of violations. He hoped that Student Corps members and students could mutually examine each other's expressions in an equal and reasonable manner, substituting "reasoning" for "preaching," thus laying the foundation for human rights and the rule of law education.

The lecture also received an inspiring visit from the Principal. He highlighted three aspects: "Promoting Overall School Development," "Students as the School's Core," and "Faculty (including Corps officers) as the Main Force." He elaborated on the school's guiding principles, current endeavors, and future areas of emphasis. Besides enhancing the integration of technological investigation teaching with practical applications and bolstering police technique education for maintaining future duty safety, efforts were also recognized to increase funding for student meals from NT$3,258 to NT$4,300 per person per month and allocate funds for students' life and education training needs. Furthermore, to improve students' living environment quality and ensure a worry-free learning atmosphere, renovations were underway for the Police Excellence Dormitory and improvements were being made to the bathroom facilities in the Police Elite Dormitory. Similar renovation projects for the latter are also planned.

The Principal expressed gratitude for the Corps' hard work and dedication in developmental education, life management, and guidance. He offered specific suggestions:
1) Setting an example through personal conduct;
2) Gradually restoring education and training to normalcy after the pandemic;
3) Fostering a team spirit and unity;
4) Effectively addressing student feedback and emphasizing communication and exchange of ideas with students;
5) Reviewing duty systems and developing appropriate solutions.

In the second phase of the lecture, led by Commander in Chief Chen,Hui-Tang, the current status and future prospects of various Student Corps tasks were reviewed. Amendments to regulations and important case studies were also discussed to establish consensus and guide future work. Lastly, Commander in Chief expressed expectations for all Student Corps personnel, hoping that this lecture would enhance their sense of mission and demonstrate the attitudes and values expected of Student Corps officers. The lecture concluded successfully, with participants benefiting greatly.
